HATAY DECLARATION OF INTERNATIONAL MIDDLE EAST CONGRESS (DECLARATION OF TEMPORARY PRESIDENCY)

1 – The “1st International Middle east Congress” is held in Hatay between November 10th -12th, 2010 in a creative and sincere ambience. 

In the Congress organized by Turkish Asian Strategic Studies Center (TASAM) in cooperation with the Governorship of Hatay it has been focused on the main theme of “Iraq”. The State men, representatives of diplomatic mission, academics and representatives of media from the neighbor countries of Iraq, USA, European countries, India, UN and Arab Union have participated to the meeting. In the congress works the problems related to the existing situation of Iraq have been explicated in detail.  

Within this frame; the issues of “ “Iraq” as an International Security Problematic”, “The Political Actors in Iraq: The collision and cooperation”, “Federalism in Iraqi Type”, Democraticizing and Politic Stability” , ”Regional and Global cooperation for the stability of Iraq” , “Iraq as a Multi Dimensions      Element in Turkish Foreign Policy” have been handled and the exchange of view related to the fields where cooperation between the countries and institutions in question can be realized.

2 – During the congress, the importance of selecting Hatay as the activity location has been accentuated, it has been decided to accentuate that the actors related with Iraq have to be obliged to be in cooperation on the political, economical, cultural and strategic fields for the peace of the region and World, that taking the territorial integrity of Iraq under security has to be determined as the target in priority. The presentation of this decision to the related parties has been decided with the unanimity of the votes.

3 – The territorial integrity of Iraq has a strategic importance for all the neighbor countries. Realization the national integrity in the country will provide big contribution to the solution of the conflicts between the neighbor countries and decreasing of the tension, therefore to the Regional and world peace. The identity politics applied in the region by USA and accepted by certain regional actors form a serious obstacle in front of the integrity of Iraq and the regional peace.

4 – The solution of the problems in the Middle East can be possible by evoking the cultural and human sources of the region itself. Iraq in this transition period   needs the help and support of the regional countries, the interference of the external actor has to be decreased to minimum.
The rise of Iraq again in the region is an inevitable necessity for the entire Region and for the peace of the World. The Interference of the Countries neighbor to Iraq has to be continued being reinforced, the regional efficiency on Iraq level of the organizations such as Islam Conference Organization and Union of Arab Countries has to be increased.

5 – Looming large of the religious and ethnical identities in Iraq is the most important obstacle towards the realization of the integrity of her country. The arrangement of the newly formed institutions as per the ethic and sectarian fundaments is a serious source of instability. The most important actor position has to belong to Iraq State as a whole. A secured Iraq can be possible with fully democrat institutions. The preparation within a prudent and sufficient period, being discussed enough by the related parties of a constitution which considers the principles “to live together”, “Country sovereignty” and “ Individual freedoms” in which all components forming the nation of Iraq are represented,   is an inevitable obligation. It has been proposed in the Congress that a public management reform needed during the transition period lived has to be taken into consideration.   

6 – Providing the facilities of visa between the countries of the region, opening the healthy communication channels will provide a great contribution to the regional peace. The cost of the lack of confidence has to be eliminated.

7 – The dependence of Iraq to the energy sources threats the energy security of the entire world. In addition to this, not providing the stability, not preventing the activities of terrorism and because of the similar reasons Iraq is perceived as a threat by the world public opinion the western countries being on top of the list. It is necessary to provide the correct introduction of the Country by running “public diplomacy” on sufficient level, to explain that the security problems are mainly from external sources and Iraq is the injured party from these problems.

8 – By the separation of the USA, also due to not drawing completely the necessary legal frame, the neighbor countries find possibility to interfere more to Iraq on this late situation raised. In spite that the benefits of all actors are in direction to provide the stability in Iraq, it is observed that there are serious decompositions on the point how this stability will be provided. At this point in order that the related actors find the way to explain themselves in a healthy manner it is necessary that the healthy communication channels have to be kept open and that it has not be avoided to self sacrifice when necessary for the reconciliation. The neighbor countries have to encourage the elements in which they are in more relation within Iraq in direction to provide and protect the union of Iraq.

9 – The information pollution with Middle East in general and with Iraq in private, has to be eliminated. The unique way of this is that the information has to be produced personally by the elements in the Region.

“The destiny of Muslims should be decided by Muslims. It should not be decided by those sitting in Washington or Brussels,” said Senator Mushahid Hussain Sayed. He was addressing opening session of the 6th Think Tanks Forum of The Islamic Countries addressing ‘Multi-dimensional Security Challenges’, that began in Islamabad at Serena Hotel, on Saturday 7th March 2015.

The Senator further added that we have been unable to create a narrative for the Muslim world and this forum intends to create a platform where leadership issues can be addressed and new ideas and suggestions can be debated to alleviate the problems that the Muslim world faces.

Mr. Suleyman Sensoy, TASAM Chairman, while stressing on the importance of deep cooperation among Muslim States said, “When we started this forum, we intended to overcome our contradictions with self-criticism. To generate constructive criticism and institute the process of critical thinking, think-tanks play an important role.”

Sayed Ali Mohammed Mosavi, Secretary General of D-8 Organization for Economic Cooperation was of the view that economic security is intertwined with the conventional notions of security. ‘Safeguarding security is our collective responsibility’ he said.

The panelists urged that the Muslim nations must focus on an intellectual revival in order to bring peace and prosperity to their respective countries and the entire Muslim world. Ambassador (R) Halil Akinci, Advisor to Chairman of Turkic World Council and First Secretary General of the Turkic Council, in his address, emphasized that Muslim countries should improve regional linkages and opt for cooperation, instead of confrontation. The first session at the forum discussed, in great detail, the imperatives of multi-dimensional security. The speakers delved into the political, economic and strategic dimensions of security and articulated their ideas on how to deal with these challenges. The panelists, during the second session discussed the challenges and prospects of cooperative security, while the third session focused on how the Muslim World can help bringing stability to Afghanistan and the entire region.

The Conference was attended by a large number of delegates from across the Muslim World, think-tanks, policy makers and intellectuals.

“The best brains from across the Muslim world have gathered here to discuss the various issues that the Muslim world faces today,” said Senator Mushahid Hussain Sayed while addressing the 6th Tank Tanks Forum of Islamic Countries here on Sunday, 8th March 2015. The Senator further added, “The issues being discussed at this forum may be specific to the Muslim world, but to deal with them it is necessary to collaborate with other nations and regions too.” He also announced that the Think-Tanks Forum for Islamic countries would now be renamed to ‘World Islamic Forum’.
On the second day of the conference, Advisor to Prime Minister on Foreign Affairs and National Security delivered the keynote address. He was of the view that out of the many challenges that the Muslim countries face, the issue of intellectual development is of critical importance. Mr. Aziz stressed that the Muslim world faces common challenges, thus they must work in collaboration with each other to overcome these challenges. He further added that it is time that Muslims build resilient scientific, intellectual and academic partnerships with the rest of the world.

The sessions that followed, discussed Non-Traditional Security Threats in Muslim Countries where the speakers examined the issues in great detail and put forth their suggestions to deal with the challenges. They stressed that multilateral cooperation among all Muslim countries is of utmost importance and issues such as terrorism, climate change and human trafficking must be dealt with seriously. The speakers further discussed the opportunities and risks in the defense and space industry and cooperation for nuclear proliferation.

Chairman Senate, Syed Nayyer Hussain Bokhari, while addressing the closing ceremony of the Forum, underlined “In the wake of newly emerging threats, there was a dire need for Muslim countries to sit together and deliberate on the multi-faceted challenges that they face.”

The 6th Think Tanks Forum of the Islamic Countries also issued the ‘Islamabad Declaration’ to mark the conclusion of the conference. The forum reiterated its resolve to institutionalize the ‘World Islamic Forum’ as the voice of Muslim intellectuals, opinion leaders and thinkers. The Forum would also hold a ‘Muslim Women’s Summit in Kuala Lumpur in 2015, while the next WIF will be hosted by Iran. In addition to that, the regional secretariat would be established in Islamabad, which will be hosted by the Pakistan-China Institute.

The Islamic World “Istanbul Awards”, were given this year for the first time, in order to promote and honor the successful people and institutions which are strengthening the depth and integration of Islamic World’s vision. The Award Ceremony was held at the Islamabad Serena Hotel on 7th March 2105, during the 6th Islamic Think Tanks Forum where President Mamnoon Hussain was the Chief Guest.

Pakistan Army and Chief of Army Staff General Raheel Sharif were also given the Istanbul Special Islamic Award for leadership in their struggle against terrorism with clarity, commitment and courage as Chief of Pakistan Army.
